Tutors more than Tutees

Attended the first session of peer tutoring. I was surprised (perhaps half expected it) that the numbers of tutors present were more than the tutees. I realised that by talking to some tutors, some admitted that they just turn up for the cca point and when it was nearing exams, they would stop attending in order to revise their work. I understand that these tutors are students too and that they need the time to revise their work, especially when it's near exam period but their mentality towards this tutoring is wrong. I believe these tutors can be better in teaching their tutees by taking a more pro-active approach.
